Dr. Panagiota Xylaki practice focuses on administrative law both national and european, energy law, public procurement law and State aid.

She recently advised Greek firms on several notifications of state aid to the European Commission regarding significant infrastructure projects, mainly in the energy sector, with a budget exceeding €500 million.

In 2010-2011 she worked at the DG Competition of the European Commission/Unit for State aids Energy and Environment. She has extensive experience in public procurement and concession agreements. She has specifically dealt with public contracts in the sectors of medical supplies and construction works. Furthermore she has successfully advised on investments from the area of renewable energy.

Ms. Xylaki is listed in the official list of energy arbitrators of the Greek Regulatory Authority for Energy (RAE).

Panagiota Xylaki studied law in Athens and completed two postgraduate programs in European law in Strasbourg/France (Master 2 Droit de l΄ Union Européenne) and Hanover/Germany (MLE). She was awarded a PhD degree in administrative law of the Law Faculty of the Leibniz University of Hanover. In 2010 she completed an internship in the Office of Legal Affairs of the United Nations Headquarters in New York. She is the author of numerous publications on public procurement, energy law, state aid and administrative law.
